is update 1.04 available for download now?

I have installed 3.0 successfully and also all the dlc files. However, I couldn't find joker. I can only find all the costumes which are included in the dlc.

I have updated to 1.2.1 and installed the Prianha dlc but it is no where to be seen?

I downloaded the new dlc yesterday from 3ds-paradise ( seemingly there are the newest games/updates, but unfortunately it is in french)

is the new dlc nsp out?

is this the official full version release on Aug 7th?
